The title tag should have keywords. They should not be repetitive and look like spam.
Keyword should be repeated only 2-3 times in the Meta description.
Try and keep short and relevant keywords in Meta keywords tag.  

Your design should be so done that the H1 tag appears first after the body. Get a list of relevant keywords and use them. Do not repeat keywords. Next should be a paragraph with few keywords.
Keep 2 X H2 header tags above each paragraph.
H3, H4 and H5 Tags can be used as per the suitability.
Use only 3 or 4 keywords per 100 words in your content.
Search engines cannot read images and hence make sure to use alter tag. It can contain a keyword or two.
Use keyword rich anchor text to represent your link.
